KRM won't happen without more investment in buses

In the Daily Reporter: The KRM (Kenosha-Racine-Milwaukee) commuter rail line won't get built until local governments agree to put more funding into buses. Federal Transit Authority (FTA) funds for the project are contingent on this happening. A hangup on this requirement coul derail the whole KRM project.
