KRM won't happen without more investment in buses

In the Daily Reporter: The KRM (Kenosha-Racine-Milwaukee) commuter rail line won't get built until local governments agree to put more funding into buses. Federal Transit Authority (FTA) funds for the project are contingent on this happening. A hangup on this requirement coul derail the whole KRM project.

Bruce Murphy contends that if the mayor runs the school system, "it will be more democratic, because a tiny percentage of city residents votes for school board members," but mayoral elections are a big deal.
