Notable Neighborhood Services Activity around Riverwest since July

Not the first complaint about it, a recent report to DNS says 2335 N. Booth St. is running a generator at night, sometimes all night. Notably this is the former address of Seandell Jackson, who was recently arrested in Gulfport as the suspected killer of Nathan Potter on Dousman St. in July. Maybe the police are doing an intense crime scene investigation? It's hard to believe the building owners--East Side residents Alan P. Rank and Judith L. Knight--would be doing renovations at this point. Mr. Rank was previously the Housing and Development Program Coordinator for the County Economic and Community Development Committee, so you'd think he would understand the importance of screening tenants and noticing their criminal records, such as Jackson's--verifying income and employment, etc.  

At 2550 N. Booth St. in July there was a report of overcrowding, as in 10 people living in a rear cottage. The report was verified by DNS, which issued an order for an illegal rooming house. For additional information, contact Inspector Ferrill @ 286-3697. The owner is David Sulk of Hales Corners, (414) 427-6440.

TAC Investments LLC has been fined $1930 and summoned to municipal court for persistently unabated code violations at 2451 N. Bremen St. Bryon R. Kozak of Pleasant Prairie is the registered agent for TAC and resides at TAC's principal office in Pleasant Prairie. His work phone number is (414) 232-8853.

Another litigated order for $960 in fines for not painting, fixing the siding, brickwork or defective trim goes to 500 E. Burleigh St., owned by John Bagrowski and Barbara Thomas. Both have city adresses; Bagrowski appears to live in Riverwest.

At 401 E. Burleigh St. (Harambee), there was a report in July of possible squatters in this foreclosed building. In cooperation with MPD District 5, DNS inspected the building and found it was being rented to residential tenants, including within spaces zoned commercial. The actual owner status of the building is uncertain, but William Thomsen of Thomsen Properties LLC is the last known titleholder prior to apparent foreclosure. Thomsen (DOB 12-12-1981) has addresses in Brewers Hill and Hartford. Thomsen is an old henchman of slumlord Tim Brophy and has acted as a leasing agent for Prospect Holding Group LLC, the holding company of Brophy and Troy Jahnke. Thomsen has collected rent and done other management tasks for Brophy for several years in Milwaukee. He has done jail time for cocaine possession and delivery as well as intentionally pointing a firearm at someone. There's a story behind that, but this is not the place for it...

Note that the first three items in this "roundup" concern the SoLo area--"south of Locust." This area--especially south of Clarke and on or west of Humboldt--have seen the highest concentration of muggings and burglaries (attempted or successful) this summer. It is probably one of the areas, if not the area, with highest concentration of rental properties (and absentee owners) in Riverwest.

I happen to live in the back house at 2550A N Booth St and I have for the last five+ years. We have three people living in this house and have for awhile. I'm pretty sure it was my unfriendly front neighbor who has only been living in the house for about six months who called us in. Apparently, if you have friends over to visit or people from out of town stay over night, people assume they live there. Or you could just try talking to us about it directly instead of trying to get us kicked out of our house. Thanks.

Yes it is nice if people talk and ask questions before reporting things like this, but a DNS inspector verified there was overcrowding, which would mean more than 3 unrelated adults living there. If you have questions to how this verification was made and think it's in error, you should contact the DNS about it: 286-3697.

Overcrowding can be a real problem, and when landlords do in intentionally, they are doing a disservice to the tenants and neighbors.

DNS violations

Our landlord (Nick/Shane Zolper) has received a total of 14 violations for our rental property, for everything from lead paint chipping all over the property (enough to warrant 4 visits from city Lead Disposal Enforcement agents), to having no gutters, to having our kitchen light fixture literally rotting out of the ceiling due to water damage after he refused to repair our badly leaking roof.
These repairs were supposed to be addressed by early September, but the DNS website now says the violations were "extended without reinspection" until 11/13/09. Does anyone know what this means?

Shane Zolper has been very, very hostile toward us, using threatening tones and gestures, insisting that it is "our fault" he received the violations in the first place. It is confusing to me why the city would not fine him for the long overdue DNS violations, or at least do SOMETHING about his continued refusal to address any of these problems, let alone his treatment of us as tenants. This seems like a nuisance property issue, to say the least. He's been very insistent that we won't be seeing a dime of our security deposit, despite the fact we always paid rent on time and haven't so much as put a nail hole in the wall of the unit. Any info on what to do next?

The generator probably had to do with there being no electricity. DNS says is has none, is unfit for human habitation, and they have ordered it boarded as of yesterday. What is up with the owners?!

Re. the Zolper stuff, it sounds like the City is giving him extra time to correct problems before they take him to court some more. He has been near the top of their shitlist a long time. Search his name here, and google it. http://www.riverwestneighborho...phrase=all

Screwing with you like that on the security deposit is illegal if you have not damaged things to merit him keeping it. Read up on security deposits and the law in "The Wisconsin Way"
